While you might as well put forth a lot of effort in high school German class and have an even more rewarding experience studying abroad, IMHO, this article still has lots of good information.  Importantly, it emphasizes that there are plenty of ways to have a compelling study abroad experience in Germany even if your German is not as strong as you would like it to be.  I mean, you could also find programs where you isolated yourself in an American cocoon program and didn't bother to learn German...but let's face it, that's lame.  There are plenty of ways to take some classes in English in your major or area of interest, and learn/strengthen German on the side.  It doesn't have to be all or nothing.
